House Bill 900, also known as the READER Act, was created to prevent children from accessing "sexually explicit" materials in public school libraries. Despite tensions among other SBOE members regarding the contents of the bill, Pat proudly supported its adoption from the beginning to ensure the strengthening of parental rights and protection of students. The standards were ultimately adopted in a 13 to 1 vote.
Following a special called session in mid-December 2023, the SBOE developed the Instruction Materials Review and Approval (IMRA) process required by House Bill (HB) 1605. The board reviewed public feedback regarding the IMRA process, which establishes publisher responsibilities for the submission of instructional materials for review, the process for annual requests of instructional materials to review, the contract term for instructional materials, and parent portal requirements. The board also adopted new standards for library book collection required by HB 900, which will help limit "sexually explicit" books from being introduced in public school libraries.
